Due to the current coronavirus situation, on-site factory audit is not possible. In order to maintain the “quality” of the certification and to continue the assessment to the factory manufacturing process, remote factory audit will be taken as the interim process. The procedures are as follows: A. For those on-site surveillance originally scheduled on or before 15-Oct-2020: A.1. Applicant/Factory and Certification body need to agreed on the remote factory audit date. There will only be document review during the remote-factory-audit. A.2. All the related documents (e.g. production document and records such as IQC record, BOM, first article test report, Work Instruction, test reports of completed products, QC report, QA report, etc.) Production quantity together with product reference shall also be provided. A.3. If the coronavirus situation is over after 15-Oct-2020, on-site factory surveillance should be completed within 6 month (i.e. on or before 15-Apr-2021). A.4. If the coronavirus situation continues after 15-Oct-2020, video remote-factory-audit should be completed within 6 month (i.e. on or before 15-Apr-2021). B. For those on-site surveillance originally scheduled after 15-Oct-2020: B.1. If the coronavirus situation is over after 15-Oct-2020, normal on-site factory audit should be arranged. B.2. If the coronavirus situation continues after 15-Oct-2020, follow the steps A.1 and A.2 as shown above. |

Background | The Independent LED (Light Emitting Diode) Lighting Advisory Committee (hereinafter referred as”the Committee”) was established in March 2012 by the invitation of Scheme Owner, The Hong Kong Electronic Industries Association (HKEIA) (hereinafter referred as “the Scheme Owner) to oversee and provide directions on the development of Product Certification Scheme for LED Lighting Products (hereinafter referred as “the Scheme”). The Scheme can be adopted by LED lighting manufacturers to show conformity with necessary technical requirements of the Scheme. In addition, manufacturers shall comply with the quality management system (QMS) requirements as laid down in the ISO 9001 Standard.
The Scheme is the effort of the Committee through co-operation among representatives from local academics, engineers, LED lighting manufacturers, contractors, government bodies and users to develop the Scheme in accordance with ISO/IEC Guide 28. |
